Organized Stalking is a form of terrorism used against an individual in a malicious attempt to reduce the quality of a person’s life so he or she will: have a nervous break-down, become incarcerated, institutionalized, experience constant mental, emotional, or physical pain, become homeless, and/or commit suicide. This is done using well-orchestrated accusations, lies, rumors, bogus investigations, setups, framings, intimidation, overt or covert threats, vandalism, thefts, sabotage, torture, humiliation, emotional terror and general harassment.

The Narcissistic Smear Campaign on Steroids: Organized Stalking AKA Zersetzung
Agents of communist East Germany’s Stasi (state police) perfected the technique of psychological warfare, harassment and torture known as Zersetzung, which is German for “decomposition” or “corrosion” – a reference to the severe psychological, social, and financial effects upon the victim. As used by the Stasi, the term meant “to undermine or subvert.”
The Stasi often used a method which was really diabolic. It was called Zersetzung, and it’s described in another guideline. The word is difficult to translate because it means originally “biodegradation.” But actually, it’s a quite accurate description. The goal was to destroy secretly the self-confidence of people, for example by damaging their reputation, by organizing failures in their work, and by destroying their personal relationships. Considering this, East Germany was a very modern dictatorship. The Stasi didn’t try to arrest every dissident. It preferred to paralyze them, and it could do so because it had access to so much personal information and to so many institutions.

By the 1970s, the Stasi had decided that methods of overt persecution which had been employed up to that time, such as arrest and torture, were too crude and obvious. It was realized that psychological harassment was far less likely to be recognized for what it was, so its victims, and their supporters, were less likely to be provoked into active resistance, given that they would often not be aware of the source of their problems, or even its exact nature.
The service acted like an unseen and malevolent god, manipulating the destinies of its victims.
Zersetzung, as a concept, involves the annihilation of the inner-self, the dissolution or disintegration of the targeted person. It was designed to secretly destroy a target’s personal and professional life, ruin them financially, and prevent them from reaching their potential, with the intention to produce irreversible depressive and panic-stricken behaviors.
Operations were designed to intimidate and destabilize them by subjecting them to repeated disappointment, and to socially alienate them by interfering with and disrupting their relationships with others as in social undermining . The aim was to disrupt the target’s private or family life, so they were unable to continue their “hostile-negative” activities towards the state. Typically, the Stasi would use collaborators (informants and spies) to garner details from a victim’s private life. They would then devise a strategy to “disintegrate” the target’s personal circumstances – their career, their relationship with their spouse, their reputation in the community. The basis for attacks against individuals is operational psychology. This involved the application of principles of social and clinical psychology and their deliberate misuse.
After months and even years of Zersetzung a victim’s domestic and professional problems grew so large, so debilitating, and so psychologically burdensome that they would lose the will to struggle against the East German state.
Tactics employed under Zersetzung generally involved the disruption of the victim’s private or family life. This often included psychological attacks such as breaking into homes and messing with the contents (gaslighting) – moving furniture, altering the timing of an alarm, removing pictures from walls or replacing one variety of tea with another. Other practices included property damage, sabotage of cars, purposely incorrect medical treatment, smear campaigns (including sending falsified compromising photos or documents to the victim’s family or employer), denunciation, provocation, psychological warfare, psychological subversion, wiretapping, bugging, mysterious phone calls or unnecessary deliveries, even including sending a vibrator to a target’s wife.
One great advantage of the harassment perpetrated under Zersetzung was that its subtle nature meant that it was able to be plausibly denied. That was important given that the GDR was trying to improve its international standing during the 1970s and 80s. The Stasi’s role in the victim’s personal misfortunes remained tantalizingly hidden. Usually victims had no idea the Stasi were responsible. Many thought they were losing their minds, and mental breakdowns and suicide could result.
Its aim lay explicitly in “breaking” the person. This had profound psychological consequences such as anxiety and paranoia. In fact, the tactic is meant to mimic the effects of mental disease, so that people reporting such attacks upon them may be considered as paranoid by others, especially their social support relationships.
Author Jürgen Fuchs was a victim of Zersetzung and wrote about his experience, describing the Stasi’s actions as:
Psycho-social crime, and an assault on the human soul.
East Germany’s Stasi was the most aggressive surveillance force of their day — at the Stasi’s peak, one in 60 East Germans was snitching for the agency.
The invasive spying and disorientation tactics used by the Stasi meant there were significantly fewer possibilities for civil disobedience and direct action than political grassroots activists have today in countries places such as Western Europe and North America. Nevertheless political activists in East Germany managed to start a grassroots revolution in 1989.
The use of Zersetzung is well documented due to Stasi files published after East Germany’s Wende, with up to 10,000 individuals estimated to have become victims, and 5,000 of whom sustained irreversible damage. Special pensions for restitution have been created for Zersetzung victims.
Illegal counterintelligence operations have been perpetrated against Americans by urban police departments in the U.S. since the late 1800s.
Throughout the 1960s and 1970s the American FBI came to fully appreciate Zersetzung against perceived “subversives” in the FBI’s COINTELRPO. Martin Luther King was a regular target of public scorn, innuendo and other active measures by Edgar Hoover’s FBI.
COINTELPRO’s official goal was to:
Expose, disrupt, misdirect, discredit, or otherwise neutralize” individuals and groups deemed to be subversive.
Many tactics were taken directly from Zersetung: unlawful surveillance, staging events and mishaps in the target’s life, character assassination, job loss and blacklisting, gas lighting, and attempts to entrap targets to facilitate their incarceration. Additional tactics used by COINTELPRO were perjury, witness harassment, witness intimidation, and fabricating and withholding of evidence. Beginning in 1969, leaders of the Black Panther Party were targeted by the COINTELPRO and “neutralized” by being assassinated, imprisoned, publicly humiliated or falsely charged with crimes.
COINTELPRO tactics are still used to this day and have been alleged to include discrediting targets through psychological warfare; smearing individuals and groups using forged documents and by planting false reports in the media; harassment; wrongful imprisonment; and illegal violence, including assassination. In recent news, the Black Lives Matters movement was a target of FBI unlawful surveillance and informant infiltration, as well.
Although they are illegal in the U.S., the same covert tactics are quietly used by America’s local and federal law enforcement and intelligence agencies to suppress dissent, silence whistle-blowers, and get revenge against persons who have angered someone with connections to the public and private agencies involved. According to the affidavit sworn by Former FBI Agent and Head, Los Angeles FBI, Ted Gunderson:
These make the FBI’s former COINTELPRO program, which I worked on, including in a supervisory capacity, look like a Sunday school program.
Gunderson refers to these programs under the umbrella term, “Gang Stalking.”
Gang-stalking means one person is targeted by Dark Triad people (psychopaths, sociopaths and malignant narcissists and their flying monkeys, most who don’t even personally know you) for nefarious reasons that are never specified but who want you to know you are being watched. The stalkers seem to have an uncanny, almost supernatural way of infiltrating and ruining every area of your life, even when logic would dictate some situations simply wouldn’t be possible (such as pre-emptively knowing exactly where you will be 24/7 in order to harass you). The goal is to drive you (the “Targeted Individual,” or “TI”) insane or to suicide–or have you incarcerated in a prison or mental institution–or even killed.
Gang stalking can be a very real phenomenon with narcissists, whereby their stories about you have incited other people to cyber stalk and bully you or attack you in your everyday life operations.
“Gang Stalking” is, very likely, a disinformation term created by U.S. intelligence agencies. It refers to the intense, long-term, unconstitutional surveillance and harassment of a person who has been designated as a target by someone associated with America’s security industry.
Gang stalking is also referred to as counterintelligence stalking, organized stalking, organized gang stalking, security industry stalking, cause stalking proxy stalking, government-sponsored stalking, “The Invisible Holocaust,” COINTELPRO 2.0, “The Hidden Evil,” and American Zersetzung.
Such operations have nothing to do with criminal gangs. Official domestic counterintelligence operations of this type are – apparently – perpetrated by federal agents and intelligence/security contractors, sometimes with the support of state and local law enforcement personnel. Unofficial operations of this type are, apparently, perpetrated by private investigators and vigilantes – including many former agents and cops, some of whom are members of the quasi-governmental Association of Law Enforcement Intelligence Units (LEIU), sometimes on behalf of corporate clients and others with connections to the public and private elements of America’s security industry.
The goal of such operations – in the parlance of counterintelligence agents – is “disruption” of the life of an individual deemed to be an enemy (or potential enemy) of clients or members of the security state.
If there is no legal basis for arresting and prosecuting someone, and assassination is not a legal or practical option, an alternative is a long-term campaign of intense surveillance and harassment. The goal – at least ostensibly – is to limit the person’s potential to create trouble; this is done by keeping him or her distracted, agitated, and preoccupied with various challenges and provocations, by undermining the individual’s social and professional relationships, and by otherwise interfering with the person’s life in various ways.
An organized stalking victim is systematically isolated and harassed in a manner intended to cause sustained emotional torment while creating the least-possible amount of evidence of stalking that would be visible to others. American and British victims have described the process as “no-touch torture” – a phrase which also captures the nature of the crime: cowardly, unethical (and often illegal), but difficult to prove legally, because it generates minimal forensic evidence.
Tactics include – but are not limited to:
Unwarranted surveillance, slander, blacklisting, “workplace mobbing” (intense, organized harassment in the workplace), “black bag jobs” (residential break-ins), abusive phone calls, computer and phone hacking, entrapment and framing, threats, blackmail, vandalism, cyber-stalking, harassment by noises, other forms of bullying and various psychological operations.
The latter presumably exploits findings from studies such as the notorious MKUltra experiments conducted on American and Canadian citizens by the CIA, as well as the aforementioned psychological torture tactics refined by the Stasi.
Organized stalking includes sabotaging your work at work, spreading false rumors, bullying, and trying to convince your employer to fire you. Accomplices – such as neighbors, co-workers, and even friends or relatives of the victim in some cases – are recruited to participate (often unwittingly) by counterintelligence personnel using various means, such as by telling them that the target is a potential threat or that the target is the subject of an “investigation.” Gang stalking targets experience an updated and refined version of McCarthy era blacklisting. This involves being hired, then, soon after, being subject to a hostile work environment, resulting in actual or constructive termination. Gang stalking targets’ “employment problems” start at the same time as their gang stalking starts.
Almost all gang stalking targets experience workplace mobbing.
A pervasive slandering campaign takes place, projecting the target as an unstable individual, child molester, a person with hidden dark secrets, a drunk / drug addict, or a person prone to psychopathic behavior. The criminals study the target long before the stalking begins. Psychological profiling is done, and this is to assist in the overall campaign that includes intense psychological harassment and demoralization. Tactics used go well beyond fear, demoralization and psychological harassment.
Both the facts and the geographical distribution of relevant published news reports suggest that such stalking is sanctioned (and in some cases, orchestrated) by federal agencies; however, news reports and credible anecdotal information indicate that such stalking is also sometimes used unofficially for personal and corporate vendettas by current and former corrupt employees of law enforcement and intelligence agencies, private investigators, and their clients.
Since counterintelligence stalking goes far beyond surveillance – into the realm of psychological terrorism, it is essentially a form of extrajudicial punishment. As such, the harassment is illegal – even when done by the government. It clearly violates, for example, the U.S. Constitution’s Fourth Amendment, which prohibits unwarranted searches, and the Sixth Amendment – which guarantees the right to a trial. Such operations also violate similar fundamental rights defined by state constitutions. Stalking is also specifically prohibited by the criminal codes of every state in America.
One form of control by proxy is to engineer situations in which abuse is inflicted upon another person. Such carefully crafted scenarios of embarrassment and humiliation provoke social sanctions (condemnation, opprobrium, or even physical punishment) against the victim. Society, or a social group become the instruments of the narcissist.
Although the term “gang stalking” is intentionally misleading, it does have one merit: it is accurate in the sense that the perpetrators – law enforcement agencies, intelligence agencies, and private security thugs – do often function in the manner of criminal gangs. Although they sometimes conduct their operations under the color of law, many of their activities have neither constitutional nor moral legitimacy. That is true of all of the likely major perpetrators of organized stalking in the U.S.: the FBI, the Department of Homeland Security, U.S. military counterintelligence agencies, state and local Law Enforcement Intelligence Units (LEIUs), and security contractors. All of those groups – and other federal intelligence agencies, such as the CIA and NSA – have well-documented histories of abusing their powers.
Targets of organized stalking are often referred to as targeted individuals. According to the website www.targetedjustice.com:
A Targeted Individual (TI) is someone that has been selected by the Deep State (usually FBI, DHS, or CIA) to unwillingly participate in an experimental government torture program. This program was developed under the CIA’s MK-Ultra project and COINTELRPO, and is designed to break down the individual and “neutralize the person,” using psychological, physical, and emotional stress.
Many respected medical doctors (Dr. John Hall, MD; Dr. Daniel Lebowitz, MD; Dr. Edward Spencer, MD; Dr. Beatrice Golomb, MD), government scientists, and former CIA and FBI agents have confirmed that the Targeted Individuals Program is real. Sworn affidavits from FBI agents, Ted Gunderson and Geral Sosbee, and former NSA Technical Lead William Binney, are part of this evidence. Dr Daniel Lebowitz, M.D. has provided testimony before a Senate Committee in 2014. These are also considered Crimes Against Humanity (“systematic attack against a civilian population”) and War Crimes (Article 32 of the Geneva Convention). It is estimated there are about 170,000 Targeted Individuals in the U.S.”
Some targets of organized stalking claims the latter stages involve the use of directed-energy weapons (DEW): a ranged weapon that damages its target with highly focused energy, including laser, microwaves and particle beams. Potential applications of this technology include weapons that target personnel, missiles, vehicles, and optical devices. In the United States, the Pentagon, DARPA, the Air Force Research Laboratory, United States Army Armament Research Development and Engineering Center, and the Naval Research Laboratory are researching directed-energy weapons and railguns to counter ballistic missiles, hypersonic cruise missiles, and hypersonic glide vehicles. These systems of missile defense are expected to come online no sooner than the mid to late-2020s. Russia, China, India, and the United Kingdom are also developing directed-energy weapons. After decades of R&D, directed-energy weapons are still at the experimental stage and it remains to be seen if or when they will be deployed as practical, high-performance military weapons.
Some organized stalking victims report the use of mind-control tactics and experimentation on them; one common complaint involves the use of a form of harassment / torture known as “voice to skull.” This allegedly uses microwaves to transfer works spoken by perpertrators from afar into a microphone / computer and the target being tortured by hearing these voices in their heads.
Surprisingly, our country has a history of carrying out mind-control operations unwittingly against its own citizens and on animals.
Project MKUltra, also called the CIA mind control program, is the code name given to a program of experiments on human subjects that were designed and undertaken by the United States Central Intelligence Agency—and which were, at times, illegal. Experiments on humans were intended to identify and develop drugs and procedures to be used in interrogations in order to weaken the individual and force confessions through mind control. The project was organized through the Office of Scientific Intelligence of the CIA and coordinated with the U.S. Army Biological Warfare Laboratories. The operation was officially sanctioned in 1953, was reduced in scope in 1964, further curtailed in 1967, and recorded to be halted in 1973. The program engaged in many illegal activities, including the use of U.S. and Canadian citizens as its unwitting test subjects, which led to controversy regarding its legitimacy.
MKUltra used numerous methods to manipulate people’s mental states and alter brain functions, including the surreptitious administration of drugs (especially LSD) and other chemicals, hypnosis, sensory deprivation, isolation, verbal and sexual abuse, and other forms of torture. The scope of Project MKUltra was broad with research undertaken at 80 institutions, including colleges and universities, hospitals, prisons, and pharmaceutical companies. The CIA operated through these institutions using front organizations, although sometimes top officials at these institutions were aware of the CIA’s involvement.
Project MKUltra was first brought to public attention in 1975 by the Church Committee of the United States Congress and Gerald Ford’s United States President’s Commission on CIA activities within the United States. Investigative efforts were hampered by CIA Director Richard Helms order that all MKUltra files to be destroyed in 1973; the Church Committee and Rockefeller Commission investigations relied on the sworn testimony of direct participants and on the relatively small number of documents that survived Helms’s destruction order. In 1977, a Freedom of Information Act request uncovered a cache of 20,000 documents relating to project MKUltra which led to Senate hearings later that year. Some surviving information regarding MKUltra was declassified in July 2001. In December 2018, declassified documents included a letter to an unidentified doctor discussing work on six dogs made to run, turn and stop via remote control and brain implants.
Gang stalking begins with a deep investigation of the targeted individual. An investigation serves multiple purposes in counterintelligence:
(1) Information gathered about the target can later be used to tailor the surveillance and harassment (subversion) strategies. In some cases, an investigation could also reveal that the target is unsuitable for gang stalking because he or she has connections and resources which would enable the target to fight back.
(2) In the unlikely event that acts of harassment get exposed, formal documentation that an “investigation” was being performed could possibly be cited to explain some of the suspicious activity (for example, overt stalking could be easily explained as “covert surveillance” that happened to be noticed by the target).
(3) Law enforcement and intelligence personnel – public and private – at various levels are sometimes under pressure to show that they are being productive, so there could well be a de facto quota for conducting investigations of “suspicious” persons.
(4) Acts of subversion can be seamlessly incorporated into what is ostensibly an investigation. As noted above, overt stalking is a prime example. Stalking was one of the tactics used by the FBI in their subversion campaign against the actress Jean Seberg during their COINTELPRO operations, for example; after years of such harassment she committed suicide. Another tactic – also used during COINTELPRO against various targeted individuals – was slander. An investigation provides a legally bullet-proof opportunity to slander the victim. If an investigator quietly begins questioning persons associated with a targeted individual (co-workers, friends, etc.), and tells them that he is conducting an investigation, it could easily destroy the target’s reputation and relationships. Obtaining information from the targeted individual and from persons who know the targeted individual is a process undercover investigators and spies call “elicitation.”
In counterintelligence, to “subvert” or “neutralize” an enemy is to make it impossible for that enemy to go about his business. Gang stalkers seek to keep their victim in a constant state of agitation and hyper-vigilance so that he or she will find it almost impossible to function. This serves multiple purposes. For one thing, it makes it hard for the individual to pose a threat to the client of the gang stalkers – whether that is a corporation or a government. In addition, it leaves the targeted individual appearing mentally unstable due to the constant traumatic stress that accumulates — leaving them to appear the part desired by the perpetrators.
Another function of gang stalking is to exact revenge against the victim. Stalking is a form of extra-judicial punishment for anyone who crosses someone with connections to the vast homeland security infrastructure. Constant surveillance of targeted individuals (described above) is also an element of subversion. Anyone who knows that he or she is under constant surveillance will not only be inhibited from acting against the interests of the client of the gang stalkers, he or she will also find it difficult to fight back against the harassment or evade the surveillance itself because many efforts at counter-measures will be observed by the stalkers. In addition, anyone who is aware that he or she is constantly being watched by illegal spying will suffer the emotional trauma caused by having virtually no privacy.
“Harassment” is an appropriate description of many of the individual acts perpetrated against gang stalking victims since they are intended to annoy, anger, and frustrate the targeted individual – rather than, say, physically injure him or her. On the other hand, “harassment” does not begin to convey the severity of the cumulative psychological effects of organized stalking. Slander, verbal abuse, noise, threats by strangers, constant surveillance, and other tactics, performed daily over a period of years will cause psychological torture, social isolation, and financial destruction. The overall process is sometimes called “slow kill.” Regardless of whether that term is actually used by perpetrators of gang stalking, it is an appropriate description.
Organized stalking deprives the targeted individual of their basic constitutional rights and destroys their freedom, setting a stage for the destruction of a person, socially, mental and physical, through a ceaseless assault that pervades all areas of a person’s life. “
The first bill to outlaw organized stalking and electronic harassment and torture as formal crimes were introduced to California legislators in 2018. The bill failed to advance due to opposition from and intense lobbying efforts on the behalf of police.
One online commentator writes:
Some might say, “But certainly the NSA, DHS and FBI and the private security contractors have limits, control mechanisms, and oversight.” By who, I ask? The current program, which is being run like Zersetzung on steroids, is classified – as was COINTELPRO, the campaign revealed by the Church Committee in the 1970’s. So when people say “Not in our democracy, we are not like the Nazi’s,” your response should be, “they deployed a similar program against segments of the American population in the 1970’s, when our system had more checks and balances than it does now. But there is an exponential issue; in the 1970’s technology was not as developed as it is today. And thus we have cowardly thugs who hide in the shadows perpetrating horrors against the population which would make Hitler, Stalin and Mao giggle with glee. Where is the oversight? There isn’t any. Who controls these rogue groups, funded with the money from the pockets of American taxpayers? The short answer is, there is no control mechanism.”
It’s my opinion that there’s no crime any worse, or more evil, cowardly, and unconscionable as organized stalking. Most would prefer murder to this form of torture: it has no answers, no end in sight, no hope, no explanation, and nobody is willing to assist. It drags on and the relentless emotional turmoil compounds exponentially. Organized stalking is the most depraved, sociopathic, potty-brained, fucked up waste of tax-payer money, time and resources ever thought up. It’s the ultimate smear or all smears; it’s the ultimate act of evil; it’s the ultimate dream come true for the every disordered narcopath who can cowardly torture whomever he desires from afar, gaslighting his victims into insanity, all the while making matters appear like its the victim’s fault while ensuring the perpetrator never gets caught. Organized stalking is “crazy-making behavior” at it’s best (or at it’s most juvenile or perverse).
This is the “Invisible Holocaust,” created using decades of research carried out by a group of morally defunct psychopaths in high level positions in the federal government, the military, intelligence agencies, and national security and defense. Calling the police or FBI about this crime will result in you being labeled as a “threat” to be placed on a government watch list, or as mentally ill. Next to nothing is mentioned about this phenomenon in mainstream news media, by politicians or by our government either. It’s a dirty, little secret that no one dares speaking out against because they fear they’ll be next to be targeted. Organized stalking is the greatest threat to civilization in the history of mankind.
Organized stalking is a complete and total violation for human rights, civil rights and liberties, and constitutional rights; it illustrates how — despite millions of year of evolution, education, and enlightenment — most human beings haven’t evolved in the slightest and are still vicious animals at heart far worse than the trash that appear on Jerry Springer. In many ways, organized stalking renders the United States far worse than Germany during the Holocaust. Due to the advanced, cutting-edge, counterintelligence technology used, the United States gets away with exponentially worse than the gas chambers of Auschwitz.
But you’d never know this from looking around, where a clever facade has been erected to keep civil unrest at bay and society clueless regarding the evil that’s commandeering our country and what we believe to be our own destines.

Organized stalking is sometimes referred to as “group narcissism. Organized stalking is the covert narcissist’s dream come true, and it reflects the ultimate, high-powered narcissistic dregs of high society duping scientists and military engineers into constructing the ultimate evil of all evils.
Organized gang stalking is nothing more than a state-sponsored narcissistic smear campaign on crack.
Gang stalking is conducted in secret because, like its predecessors Cointelpro and MK Ultra, it is illegal and unconstitutional. Stalking – described as such, or as “criminal harassment” or “criminal menace” – is a crime under the laws of every state in America. Gang stalkers know that most people – if they understood the crimes gang stalkers perpetrate – would regard them as the human equivalent of cockroaches, so the stalkers skulk around and ply their trade in the shadows. They don’t have to worry about being caught and prosecuted however, because (a) their tactics are inherently difficult to prove legally, and (b) their crimes are supported directly and indirectly by people with power and money and government connections.
In addition to being morally reprehensible, gang stalking – just like the original version of the FBI’s COINTELPRO operations – is illegal. It violates criminal laws in all fifty states against stalking, as well as grossly violating the U.S. Constitution’s prohibitions against warrant-less searches and extra-judicial punishment. While the vast majority of Americans are never personally targeted by gang stalking, they should still be concerned about the existence of such operations. Even if such activities were constitutionally legitimate (clearly they are not), they would still have an enormous potential for abuse as a personal or political weapon by the practitioners.
Ending this cowardly and illegal practice by law enforcement agencies, intelligence agencies, and their parasitic corporate contractors will require exposing what is happening to the public. Ending this cowardly and illegal practice is crucial to ensuring individual rights, freedoms and liberties remain in existence. Failure to end this cowardly and illegal practice will be what leads to the destruction of life as we know it.
Organized stalking is a very serious crime as the aim is to cause the physical or mental death of a person, it is murder.
